The Ministry of Transport proposed to introduce fees from airlines for the reconstruction of airports

The Russian Ministry of Transport has proposed to introduce an infrastructure levy from airlines from September 1, 2025 to finance airport reconstruction. The relevant document was published on March 28 on the federal portal of draft regulatory legal acts.

"The fee for the construction and reconstruction of air transport infrastructure facilities is charged at airports, the list of which is established by a government decision," the document says.

The changes may affect the Air Code of the Russian Federation.

In April last year, Russian Prime Minister Mikhail Mishustin announced that at least 75 airports are planned to be renovated in six years. 250 billion rubles will be allocated for these purposes. According to him, last year the runways were repaired and put into operation in nine cities, including Pevek, Yakutsk, Blagoveshchensk, Arkhangelsk and Magnitogorsk.
