The Ministry of Industry and Trade has changed the rules of preferential car leasing

In Russia, the parameters of the preferential car leasing program have changed. The discount on public transport and electric vehicles of categories N2 and M2 has been increased. It is also possible to sell cars produced during the fourth quarter of 2024 under the program, the Ministry of Industry and Trade of the Russian Federation said in a statement received by Izvestia on March 28.

The discount on cars in this category has been increased from 10% to 40%, and a separate sublimit is also provided for such vehicles in the program. The Ministry of Industry and Trade explained this by maintaining the pace of renovation of public transport parks.

Electric vehicles of categories N2 and M2 (trucks with a maximum permissible weight of 3.5-12 tons and buses with a gross weight of up to 5 tons, respectively), for example, electric Gazelles, are placed in a separate category. The discount limit for such models has been more than doubled to 2 million rubles (previously it was at the level of 925 thousand rubles).

"Also in 2025, cars produced during the fourth quarter of 2024 will be able to participate in the preferential leasing program. Previously, access was limited by the condition that the vehicle be released in the same year as the grant year. This solution will allow us to particularly support the segments of passenger cars, light commercial vehicles, and trailers," the ministry said.

The Ministry of Industry and Trade recalled that the federal budget provides 27 billion rubles for the implementation of the preferential leasing program in 2025. In January-February of this year, the measure has already allowed the sale of over 5.6 thousand cars on more favorable terms.

The day before, it was reported that the production of passenger cars in Russia in January – February 2025 increased by 12.8% compared to the same period last year. In total, 115 thousand passenger cars were produced in the Russian Federation in the first two months of 2025, of which 60.8 thousand units were produced in February.
