The US position on Russia and sanctions is changing, said Rafael Ordukhanyan, an American political scientist, on Thursday, March 27. He called the dialogue between the states a sign of this.

"Negotiations are currently underway to connect Russian banks to the SWIFT system for exporting food and mineral fertilizers. There is no decision yet, but the United States associates its adoption with the settlement of the Ukrainian conflict," he said in a conversation with Lenta.Ru .

According to Ordukhanyan, the very fact of starting a dialogue, including in the field of finance, is extremely important. He also considered it a great achievement of diplomats that Russia had the opportunity to discuss options for easing or lifting some sanctions.

"In many ways, Americans can ease sanctions in this regard, seeing that Russia has overcome the SWIFT problem," he admitted.

Earlier, on March 26, US Treasury Secretary Scott Bessent said that the United States allows the possibility of restoring Russian banks' access to the SWIFT international system if it contributes to the peaceful settlement of the Ukrainian conflict.

At the same time, he stressed that Washington reserves the right to both weaken and strengthen sanctions pressure on Russia, depending on how the settlement process progresses. 360.ru .

VTB CEO Andrey Kostin noted on March 19 that SWIFT is no longer needed by anyone, Russia and other countries have modern payment systems. However, he added that it may be easier for exporters to settle in dollars, so if sanctions are eased, there may be a "rollback to old methods."

In January, Kostin said that only administrative solutions were needed to replace SWIFT. He noted that, taking into account the prospects that open up with the development of the North–South corridor, the SPFS system developed by the Central Bank of Russia (CBR) is becoming increasingly relevant.
