A unified register will be created to increase transparency and openness of the queue of citizens in need of housing. This was announced on March 27 by Russian Prime Minister Mikhail Mishustin.

There are different categories of citizens in the country who have the right to better housing conditions, including families with children and low incomes, people with disabilities, veterans, as well as citizens who have moved from the regions of the Far North and several others.

"Currently, data about them is contained in various information systems — federal, regional or municipal. The decision to provide housing is made by those who own the building. Moreover, Russian entities can establish their own measures to support people, as is done, for example, in Yakutia," Mishustin said.

To increase the transparency of the queue, a unified register will be created, which will also contain information on subsidies and social benefits for the purchase or construction of housing. Mishustin expects that these changes in legislation will speed up decision-making on housing provision, as well as allow monitoring the actions of regions in helping citizens.

Earlier, on March 25, the government commission on legislative activity encouraged the creation in Russia of a single digital register of those in need of better housing conditions. Vladimir Gruzdev, Chairman of the Board of the Russian Bar Association, recalled that legislation now provides for many measures to support citizens in need of better housing conditions.
