The Federation Council approved the law on passing the OGE in only two subjects in three subjects of the Russian Federation

The Federation Council approved a law introducing an experimental regime for passing the OGE for obtaining a school certificate and admission to vocational education institutions in only two subjects, as well as for admission to grades 10-11 based on the results of the OGE in 2025 in Moscow, St. Petersburg and the Lipetsk region. This is stated in the abstract published after the meeting on March 27.

According to the law, in these regions, in order to obtain a certificate of basic general education, students will need to successfully complete the OGE in two disciplines — "Russian language" and "Mathematics". To date, four subjects are provided: two compulsory and two optional.

According to the draft, three regions will have a special procedure for enrolling students in secondary vocational education programs. The authorities of the subjects will be able to establish a list of specialties for which it is enough for an applicant to obtain a school certificate, which is issued upon successful completion of two basic subjects on the OGE.

At the same time, students who fail to score the minimum exam score for admission to the 10th grade will receive preferential admission to colleges at the expense of the region.

The bill on the experiment on the simplified procedure for passing the BGE was submitted to the State Duma on January 17 and adopted in the first reading on February 12. Initially, it was assumed that the new rules would be applied in five regions. The criteria for the regions' readiness to participate in the experiment were determined by the Russian government. On March 18, the State Duma adopted the bill in the second and third readings.

On December 11, 2024, the Ministry of Education of the Russian Federation and Rosobrnadzor approved the OGE schedule for 2025. Early exams in 2025 will be held from April 22 to May 6, and the main exams will be held from May 21 to June 16.
