Russia and the United States need to continue negotiations on the Black Sea initiative and the possibility of lifting restrictions on Russian banks due to the uncertain reaction to the agreements. This was announced on March 27 by Russian Deputy Foreign Minister Sergei Ryabkov.
"[The reaction] was very general. There is a need to continue the dialogue, which should involve professionals. There is no specific agreement on what will happen next for today. But we are working on this," TASS quoted him as saying.
At the same time, Ryabkov added that one of the items on the agenda through the internal channels of Moscow and Washington is also the issue of prisoner exchange.
"This is one of the items on the bilateral agenda that we continue to work on through relevant channels," he said.
The Deputy Foreign Minister clarified that the Russian side has not renounced contacts with the West, but at the moment it has begun to receive signals of readiness for mutual dialogue between states on various initiatives.
During negotiations on March 24 in Riyadh, Russia and the United States agreed to ensure safe navigation, exclude the use of force and prevent the use of commercial vessels for military purposes in the Black Sea.
Later, on March 25, US President Donald Trump said at the White House that the implementation of the armistice agreement in the Black Sea was the least of all problems.
The day before, Maxim Chirkov, Associate professor of the Department of Economic Policy and Economic Measurements at GUU, admitted in an interview with Izvestia that the creation of the Black Sea initiative could significantly improve the economic situation in the Russian Federation and mitigate sanctions pressure. It will also open up new opportunities for foreign trade, especially in the agricultural sector.
