Car owners from the newly reunited regions of Donetsk and Luhansk People's Republics (DPR and LPR), as well as the Zaporizhia and Kherson regions, issued 634.5 thousand CTP (compulsory motor liability insurance) policies from October 1, 2024 to March 13 this year. This was reported on March 27 by the Zaporizhia News Agency with reference to data from the Central Bank of Russia.
"From October 1, 2024 to March 13, 2025, car owners from the DPR, LPR, Kherson and Zaporizhia regions issued a total of 634.5 thousand CTP policies (for all categories of policyholders and for all types of vehicles), including 1.3 thousand short-term (with a period from one day to three months)," — it is indicated in the agency's Telegram channel.
It is noted that the average payment for classic CTP policies in the new regions amounted to 5,9 thousand rubles, which is 21% cheaper than the national average.
In turn, the Kherson News Agency, citing the Central Bank of the Russian Federation, reported that during the specified period, insurance companies paid about 1.4 thousand payments to drivers of Donbass and Novorossiya in the amount of 156 million rubles. There were no complaints from the Central Bank of Russia about the registration of CTP policies from the new regions.
On March 24, Evgeny Ufimtsev, president of the Russian Union of Motor Insurers (RSA), told Izvestia that the minimum base rate of the CTP insurance tariff for Russia and Belarus for passenger vehicles would be 3,400 rubles, and the maximum would be 3,590 rubles. For freight, the rate varies from 7560 to 7980 rubles. It is expected that residents of Russia and Belarus will be able to buy a common CTP policy for the two countries from April 2025.
