The settlement of the Ukrainian conflict requires a reassessment of the global architecture of sanctions. This was announced on March 26 by US Secretary of State Marco Rubio at a press conference during a visit to Jamaica, which was broadcast on YouTube.

"Sanctions are an important part of the overall picture. The existing global architecture of restrictions should be re—evaluated as an element of the final settlement," he stressed.

Rubio also noted that Washington will continue consultations with Russia and Ukraine, and after the return of the delegations from Riyadh, a consolidated analysis of the positions of the parties to the conflict is planned.

"We will assess how the meetings with the Ukrainians went, how they went with Russia, and what each side is asking for. We will compare this and present it to President [Donald] Trump, who will decide on further steps," he added.

Following talks in Saudi Arabia on March 24, Russia and the United States agreed to develop measures to implement agreements banning attacks on energy facilities in Russia and Ukraine for a period of 30 days from March 18, with the possibility of extending and withdrawing from this initiative in case of non-compliance by one of the parties. In addition, the parties agreed to work on the implementation of the Black Sea initiative, which involves ensuring the safety of navigation in the Black Sea and preventing the use of commercial vessels for military purposes.

Maxim Chirkov, Associate Professor of the Department of Economic Policy and Economic Measurements at GUU, admitted in an interview with Izvestia on March 26 that the implementation of the Black Sea initiative could significantly improve the economic situation in the Russian Federation and mitigate sanctions pressure. It will also open up new opportunities for foreign trade, especially in the agricultural sector.
