The State Duma rejected a bill on a discount on a fine for non-payment of parking


On March 26, the State Duma rejected a bill that would provide regions of the Russian Federation with the opportunity to introduce a discount on fines for non-payment of parking. This is reported on the website of the lower house of parliament.
The bill was submitted to the State Duma in July last year. They proposed to amend the Administrative Code and give the regions the right to introduce a 50% discount on the prompt payment of a fine (within 20 days after the issuance) for violating the rules for using paid parking.
The authors of the bill believed that its adoption "will create the prerequisites for unifying law enforcement practice on administrative offenses, regardless of the level of the act that establishes such responsibility."
By their legal nature, such offenses are similar to traffic violations. But if those could previously be paid in half, then in the case of violation of the rules for using paid parking lots established by the laws of the constituent entities of the Russian Federation, there is no such possibility. For residents and visitors of these cities, such differences are often incomprehensible, the developers of the document noted.
The law on increasing fines for a number of traffic violations was signed by Russian President Vladimir Putin on December 26, 2024. In addition to the increase in fines, they reduced from 50% to 25% the discount rate from which a motorist can pay a fine.
On March 14, it was reported that a group of 97 State Duma deputies appealed to the Constitutional Court (CC) with a complaint against the amendments to the Administrative Code, which increased fines for widespread traffic violations by 1.5–2 times from January 1, 2025, and reduced the discount for prompt payment of resolutions from 50 to 25%.
