Russian car owners have long appreciated the speed, simplicity and convenience of using digital services when registering a vehicle or de-registering it with the State Traffic Inspectorate. Amendments to the legislation, which entered into force on March 1 this year, expanded the functionality of public services provided by State Traffic Inspectorate units in electronic form. Practice shows that digital services related to registration actions in the departments of the State Traffic Inspectorate have become one of the most popular public services provided in electronic form among Russians. The use of the Gosuslugi portal has significantly simplified and accelerated the provision of services in registration and examination units State traffic police. Having a personal account on this portal, the car owner, in order to apply for car registration, does not have to leave the house at all.

To do this, a citizen authorized on Gosuslugi must select the appropriate type of service and the MREO unit in which it will be provided on a single portal. The service will offer possible options for the date and time of the visit to the State Traffic Inspectorate. After that, the car owner must electronically fill out an application and pay the state fee. An invitation indicating the place and time of registration of the vehicle (vehicle) will be displayed in his personal account.

At the moment, more than half of all motorists choose the digital application form, the department notes.

For several years now, an electronic car purchase and sale service has been available on the Gosuslugi portal, the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia reminds. Moreover, the contract concluded in this way has exactly the same legal force as the contract drawn up on paper, the department emphasizes. To sign it electronically, you must have a Gosuslug account and a Gosklyuch mobile application. The undoubted advantage of a digital contract is that during the transaction, the service automatically checks whether restrictions are imposed on the car, whether it is wanted or pledged. If there are such restrictions, the system will protect the buyer from purchasing a car with a dubious past, the agency notes.

The amendments to the legislation that came into force on March 1 provided citizens who signed a purchase and sale agreement (PREP) for "Public Services" with additional opportunities when performing registration actions, the State Traffic Inspectorate notes. So, now the previous owner of the vehicle can apply electronically for termination of registration on the day of the transaction, without waiting for the expiration of ten days, said Police Colonel Roman Mishurov, head of the Department for registration and examination activities, technical supervision and public services of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.

— This possibility is provided for in the legislation for contracts executed through the portal of state or municipal services, or those that have been notarized. Moreover, the previous owner can apply for the removal of the vehicle from the register either through Gosuslugi or by personally contacting the MREO division. This applies to a notarized contract or, if there is a relevant court decision," he clarified.

If the vehicle purchase and sale agreement was concluded in simple written form, as before, the seller will be able to remove the car from the register only ten days after the date of its sale, the State Traffic Inspectorate emphasizes, and by personally coming to the MREO with the original contract.

Another important change in the operation of digital services when performing registration actions is the opportunity for those registered on the portal of state or municipal services to submit documents in electronic form to the MREO, Roman Mishurov said. We are talking about PREP, powers of attorney, various certificates, extracts, etc., issued using the Gosuslugi portal, he stressed.

— It is important to understand that in this case we are talking specifically about electronic documents created and sent through the Gosuslugi portal. Printouts, scans, or otherwise digitized copies of documents made by the car owner are not a substitute for the originals," said the head of the Department for Registration and Examination Activities, Technical Supervision, and Public Services of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.

With this application, you can not only make an appointment at the MREO to register a vehicle, obtain or exchange a driver's license from anywhere with Internet access, but also, in the event of a minor accident, apply for an electronic euro protocol. It will also allow you to send an application for CTP compensation to the insurer in the future. Also, using the Gosuslugi Avto application, a motorist can present his driver's license and car registration certificate in electronic form, in the form of a QR code, to the traffic police inspector for verification. However, the Traffic Police emphasize that such an opportunity does not negate the driver's obligation to have paper originals of these documents with him and present them at the request of a police officer.

Simplicity and speed

The emergence and development of digital and electronic services are primarily aimed at improving the convenience and speed of obtaining various public services for motorists, whether it is vehicle registration or the exchange of rights, said Igor Morzharetto, a member of the presidium of the Public Council under the Ministry of Internal Affairs of Russia.

— It is obvious that now the process of registering a car, obtaining or exchanging a driver's license has become much easier and faster than before. People don't have to stand in queues, take time off from work, or rush to the MREO. This, on the one hand, saved the car owners themselves from unnecessary hassle, and on the other, it allowed them to optimize the work of Traffic police officers involved in registration and examination work," he told Izvestia.

The development and expansion of the functionality of digital services is one of the priorities of the State Traffic Inspectorate. Work in this direction will continue in close cooperation with the Ministry of Finance of Russia, other interested ministries and departments, according to the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.
