Deputies of the State Duma (State Duma), having unanimously adopted in the second and third readings a law to protect people from cyberbullying, introduced a set of measures that prevent the actions of fraudsters. Ekaterina Kharchenko, Deputy chairman of the State Duma Committee on Science and Higher Education, told Izvestia on March 25 that the adopted changes are the first step towards systematically countering cyberbullying and digital criminals.
The parliamentarian noted that very often the victims of fraudsters are adults and educated people, even those who work in finance themselves.
"For example, my friend, PhD in Economics, associate professor at the Department of Economics at one of the Russian universities, was subjected to a cyberattack of this kind and, unfortunately, suffered from the actions of fraudsters," Kharchenko said.
The MP explained that thanks to the adopted law, now when withdrawing cash through an ATM, a credit institution will be required to check whether funds are being issued without the voluntary consent of the depositor. If this turns out to be the case, the bank will limit the disbursement of money in the amount of no more than 50 thousand rubles for 48 hours and notify the client of the reason.
In addition, the law will allow you to authorize a loved one to confirm the transfer of funds. Mandatory labeling of incoming phone calls will also be introduced. Thus, the mobile operator will have to display the name of the organization from which the call is coming.
Citizens will also be prohibited from communicating information using messengers for employees of government agencies, banks, telecom operators, marketplaces and job search and ad placement services. At the same time, they will now be able to establish a self-ban on concluding contracts for the provision of communication services through Public Services.
"I am confident that a constructive dialogue between the State Duma and the Government of the Russian Federation, in particular, the Ministry of Digital Development, will yield quick results and protect our citizens," Kharchenko concluded.
The deputies of the State Duma at a meeting earlier that day unanimously adopted the law on combating telephone fraud. 401 people voted for the bill's adoption. As the chairman of the State Duma Vyacheslav Volodin noted, the law has been amended and will more effectively solve the tasks of protecting our citizens from fraud using modern information technologies. He noted that scammers do not stand still, so they need to be actively countered as well.
