Participants of the special operation who have signed a contract after December 1, 2024, as well as their spouses, can fully write off their loan debts. Lawyer David Adams, CEO of the professional legal group AID, told about this on March 25.

"In 2025, participants in a special military operation who signed a contract to serve in the Armed Forces of the Russian Federation after December 1, 2024, will be able to fully write off their loan debts. This measure applies not only to the military personnel themselves, but also to their spouses, allowing them to get rid of debts on consumer and mortgage loans in the amount of up to 10 million rubles," he said in an interview with RIA Novosti.

However, according to Adams, the right to write off debt applies only to loans that have been foreclosed on before the due date.

"We are talking only about consumer and mortgage loans, but alimony payments, damages or administrative fines are not subject to write-off. In addition, there is a limitation on the date of commencement of collection — loans for which bailiffs were started after December 1, 2024, are not included in the write—off program," the lawyer said.

If the established criteria are met, all compulsory procedures, such as court proceedings, enforcement proceedings and seizure of property, are terminated, and the debt is cancelled. Adams added that military personnel and their families do not go through bankruptcy proceedings and retain the right to participate fully in economic life.

"Unlike the standard mechanism for declaring a citizen insolvent, where debt cancellation is accompanied by restrictions such as a ban on doing business or obtaining new loans, in this case, debt relief does not entail additional consequences," the lawyer emphasized.

As the expert explained, in order to write off debts, participants in a special operation need to provide documents confirming the status of a serviceman, as well as evidence of debt that meets the necessary conditions.

The fact that Russian President Vladimir Putin signed a law allowing the participants of the special operation and their spouses to write off overdue loans became known on November 23, 2024. It was clarified that its effect would not apply to compensation for harm to the life or health of a citizen, including the death of the breadwinner, corruption offenses, as well as the payment of alimony. The Federation Council approved this law at its plenary session on November 20.
