Gambling organizers will be required to check their legal capacity and debts

Bookmakers, sweepstakes, and casinos will be prohibited from betting with minors, the legally incompetent, and those subject to enforcement proceedings. The relevant amendments to the bill adopted in the first reading were approved by the government commission on legislative activity on Monday, March 24, sources in the Cabinet of Ministers told Izvestia.

The amendments stipulate that the organizer of the games is required to check a citizen's legal capacity at least once a day when accepting money from him, said Vladimir Gruzdev, Chairman of the Board of the Russian Bar Association.

"The amendments do not allow betting with a minor who is limited in legal capacity by a court, a person who puts his family in a difficult financial situation, as well as a person against whom enforcement proceedings have been initiated, before the termination or termination of such proceedings," he said.

For verification, gambling organizers will be able to use GIS "Unified Centralized digital Platform in the social environment", as well as data from the Federal Bailiff Service.

The Pension and Social Insurance Fund and gambling organizers will have to conclude an agreement on information interaction by September, Gruzdev explained. It will provide for the transfer of data on a citizen's legal capacity at the request of gambling organizers. The bill, designed to improve the organization and conduct of gambling, which is being amended, was adopted by the State Duma in the first reading in October 2024.
