On 15, the Russian Internet Governance Forum published a program


A preliminary program has been published on the website of the 15th Russian Internet Governance Forum (RIGF 2025), which will be held in the "Consent Hall" space.
The RIGF 2025 program includes 6 sections, which will focus on the security of the Runet, the safety of children online, the development of satellite Internet, the principles of countering digital disinformation, as well as international cooperation in the new environment.
Tatiana Matveeva, Head of the Presidential Administration for the Development of Information and Communication Technologies and Communications Infrastructure, Artem Sheikin, First Deputy Chairman of the Federation Council Committee on Constitutional Legislation and State Construction, Sergey Boyarsky, Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications, and Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, will speak at the opening of the forum. Alexander Shoitov, Chairman of the Management Board of ROCIT Anton Gorelkin, Head of the office of the UN Secretariat of the Internet Governance Forum Chengetai Masango, Director General of the Internet Development Institute Alexey Goreslavsky, Director of the Competence Center for Global IT Cooperation Vadim Glushchenko, Director of RosNIIROS Kirill Izotov and Director General of the Management Center Andrey Kuzmichev. The RIGF 2025 work program will be opened by the Plenary Session "Digital Security of the Runet: between Sovereignty and global challenges", where participants will discuss the new contour of cyber threats and challenges of digitalization, ensuring user safety, preventing AI abuse and finding a balance between the development of the domestic IT sector and interaction with global technology companies.
The forum will continue with the Virtuti Interneti Award ceremony and a lecture by this year's laureate. The award was established by the Coordination Center in 2010, and its holders are representatives of the Internet community, business, science and government, who have made a significant contribution to the development of the Runet and the global Internet.
At the session "Technologies without borders. Mechanisms of international cooperation" experts will consider the key opportunities, challenges and barriers faced by Russian IT companies when entering the global market, as well as effective strategies for working in a highly competitive environment.
The discussion of issues of international cooperation will continue at the session "Global Dialogue and the Digital Agenda", dedicated to assessing the progress made in the 20 years since the World Summit on the Information Society. The participants will discuss how successfully its solutions are being implemented today, what are the results of the Global Internet Governance Forum, as well as what prospects the Global Digital Treaty adopted in 2024 opens up.
The forum will also pay special attention to the issues of security and sustainable development of the Internet environment. During the session "In the Orbit of Digitalization: the Space Internet," participants will discuss the prospects for the development of satellite Internet in Russia and its importance for shaping the data economy. The session "Principles of Countering Digital Disinformation" will focus on measures to combat fakes, finding a balance between information security and freedom of speech, as well as regulatory approaches that help create a safer and more trusted online environment.

We are not only talking about technology, but also about how to make the digital environment safe, open and sustainable. This year, it is important to discuss how to maintain a balance between sovereignty and global processes, how to protect users and support the development of the Russian IT sector.
