Effective negotiations between the Russian Federation and the United States should ensure a stable peace, and not just a truce or a cease-fire, which the Ukrainian side is now insisting on. This was stated on March 23 by Konstantin Kosachev, Deputy Chairman of the Federation Council, in an interview with Izvestia.
According to him, the most important result of the negotiations is an agreement on the creation of working groups that will conduct relevant consultations. Kosachev also suggested that the dialogue with the American side would be more technical, although any conversation in this case is considered in a political context.
"I hope that this conversation will be, firstly, regular and, secondly, it will cover the full range of issues that need to be discussed and the positions of the parties brought closer," he shared.
The Deputy Chairman of the Federation Council added that the subject of the dialogue requires immersion in details, discussing them in a calm manner at the interdepartmental level. The military, diplomats, economists, and humanitarians will be involved in this process, because it will be about protecting people's rights, he added.
"A concrete result is not only a convergence of positions in order to demonstrate to the outside world that something is working. Of course, these are agreements that will ensure sustainable peace, not just a truce, and even more so a cease—fire, which the Ukrainian side is now insisting on," he said, adding that Kiev had "seized" on the idea of a 30-day cease-fire.
Kosachev stressed that a temporary ceasefire is always attractive for the retreating side in order to gain strength, conduct additional mobilization, get more weapons and then continue fighting.
"We are not abandoning either the idea of a cease-fire or the idea of a truce, but all this is actually a means, all this is a tactic to achieve a strategic goal. And the strategic goal is, of course, a sustainable peace that will not be disrupted under any circumstances, either in the foreseeable future or in the long term," he concluded.
Negotiations between the Russian and US delegations will take place on March 24 in Riyadh. They will discuss the settlement of the conflict in Ukraine and the implementation of the Black Sea initiative. The Russian delegation will be led by Grigory Karasin, Chairman of the Federation Council Committee on International Affairs, and Sergey Beseda, Adviser to the head of the Federal Security Service (FSB).
