The Armed Forces of Ukraine (AFU) initially had no prerequisites to successfully develop a counteroffensive in 2023, as the country did not have enough military forces. This was stated on March 22 by Czech President Peter Pavel in an interview with the European Truth publication published on the YouTube channel.

"Two years ago, before Ukraine launched a major counteroffensive, you no longer had the prerequisites for success, because for a successful offensive, according to military theory, you need a ratio of forces of at least three to one, and preferably five to one, and instead the ratio of forces between Ukraine and Russia was even in favor. Russia. Therefore, it was quite obvious that the counteroffensive would not be so successful as to liberate all the territories," he said.

The politician also pointed out that Ukraine must create conditions for a cease-fire and the advent of peace.

"Now we have what we have, and I believe that we need to continue to provide Ukraine with such support so that it can hold territory, lose nothing more, and create conditions for a cease—fire and peace as soon as possible," Pavel said.

Back in September 2024, Czech President Peter Pavel said that the Ukrainian authorities should accept the loss of some territories during the conflict with Russia. He stressed that at the present time, Kiev and its allies need to "face reality" and make appropriate decisions.
