The return of Donald Trump to the presidency of the United States in 2025 marked a significant shift in the country's foreign policy, which left many allies confused. This was reported by Bloomberg on March 22, citing sources.
In particular, the alarm was caused by the fact that the White House restricted the conduct of international affairs by professional diplomats from the State Department and tightened its policy on many key issues, from relations with Russia to climate and trade. This shocked the officials responsible for conducting foreign policy.
"This is unprofessional and disturbing. <...> The changes were abrupt, harsh and large-scale. Civil servants are scared, they cannot fully do their job because they do not have access to those who manage these processes," said Camille Grand, a researcher at the European Council on Foreign Relations and a former senior NATO official.
According to the newspaper, many US embassies abroad have been virtually disconnected from Washington, and their staff complain of a lack of guidance and uncertainty about who makes decisions. At the same time, some governments with direct contacts with Trump, mainly in the Middle East, have found that they can achieve more effective results than under the administration of former President Joe Biden.
Also, State Department employees are afraid of cuts and reorganization of the department in accordance with Trump's conservative ideas. It clarifies that this leads to a decrease in trust between the allies and difficulties in coordinating foreign policy.
Earlier, on February 28, Acting Romanian President Ilie Bolojan announced that the United States had changed its policy to resume negotiations with Russia on resolving the conflict in Ukraine. He stressed that Trump's return to the White House means the emergence of new components and nuances in the American foreign policy course.
