The State Duma proposed to create parking lots for scooters
Deputies Sergey Kolunov and Ilya Wolfson have sent an appeal to the government of the Russian Federation with a proposal to introduce special parking spaces for individual mobility aids (SIM) kicksharing. This is reported by RIA Novosti with reference to the available document.
The authors of the initiative propose a regulatory consolidation of the obligation to park SIM cards used for short-term rentals only in designated areas. It is proposed to give municipalities the authority to determine parking spots for a kicksharing SIM.
"It is planned to introduce amendments to the Code of Administrative Offences of the Russian Federation, providing for bringing to administrative responsibility for parking SIMS used for short—term rentals outside specially designated areas," the document says.
The adoption of these regulations will make it possible to exclude unregulated parking of SIM on sidewalks, roads and public transport stops, where they can hinder the passage of emergency services and the movement of pedestrians along sidewalks and footpaths, the authors of the appeal believe. In addition, it will reduce the number of accidents and the number of injured persons.
Earlier in the day, the official representative of the Russian Interior Ministry, Irina Volk, recalled the basic rules for the use of personal mobility equipment (SIM).
It is allowed to use such vehicles on a bicycle or an all-terrain bike path, the roadway of a bicycle zone, a lane for cyclists, sidewalks and pedestrian areas, if no forbidding road signs are installed in these places.
Wolf also noted that the rules allow you to move along the carriageway: in the direction of traffic, on the right edge and no faster than 60 km / h. She recalled that only one person can ride an electric scooter and other means of individual mobility.
