TCCs began to violate human rights more frequently during mobilization in 2025


Territorial recruitment centers (TCCs, an analogue of the military enlistment office in Ukraine) Human rights violations have become more frequent during mobilization. This was announced on March 21 by the Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets.
According to him, there are especially many complaints from the Kharkiv region — more than 40 in 2.5 months. Among the violations are the non—admission of lawyers, the use of force, weapons and special equipment, and the refusal to accept documents.
"Recently, at least three videos have been posted on the media where cyclists are hit by a car and then people in uniform use force and these cyclists are placed in cars," Lubinets said.
He noted that such actions are unacceptable and require a response.
Dmitry Merchenko, a captured militant of the Armed Forces of Ukraine (AFU), said on March 21 that he had been mobilized, despite having a traumatic brain injury and a certificate of a ban on military service for health reasons.
