Productivity growth centers in the sectors will be established under the ministries and will work in industry, transport, energy, construction, tourism, trade and communications, the press service of the Ministry of Economic Development reported, citing the head of the ministry Maxim Reshetnikov. Izvestia figured out how else to improve productivity.

Earlier, Prime Minister Mikhail Mishustin instructed the Ministry of Economic Development of the Russian Federation, together with the Federal Center for Competence in Labor Productivity, to develop methodological recommendations in the field of labor productivity and bring them to the ministries concerned. It is expected that the implementation of industry-specific programs will ensure a systematic approach to solving problems.

A methodological framework for the work of industry competence centers is being developed for the real sector of the economy. They will analyze industries, identify barriers to business development, set up support measures to accelerate the investment cycle, and expand the adoption of modern digital solutions, manufacturing technologies, and robotics.

The IT platform "Productivity.RF" will become a full-fledged ecosystem of a federal project to increase productivity throughout the country. More than 250 thousand users have already been registered on it.

About 30 billion rubles have been allocated for the federal labor productivity project, the press service of the Ministry of Economy told Izvestia. The funds will be used for the work of the federal and 60 regional competence centers. They provide production consulting to enterprises: they help to restructure in-house logistics, load equipment, and reduce downtime at enterprises.

— More than 6 thousand companies have benefited from such support within the framework of the national project 2019-2024. As a result, their productivity is 5% ahead of competitors, and profits have grown by 434 billion rubles. Manufacturing industries, agricultural enterprises, construction and transport companies, organizations of the housing and communal services system and the tourism sector can receive targeted support. It is enough for them to submit an application on the Productivity website.the Russian Federation," the ministry said.

In addition, responsible ministries need to develop sectoral productivity improvement programs by May. It is necessary to determine priorities for labor productivity, form an order for lean manufacturing tools, develop proposals to remove administrative barriers, and adjust support measures to stimulate productivity growth.

The federal project "Labor Productivity" is included in the national project "Efficient and Competitive Economy". It will work until 2030. The sectoral competence centers were established in early 2025 under the relevant ministries working according to the methodological recommendations of the FCC. In addition to direct work in organizations, specialists and analysts from industry centers, together with regional authorities, will select and replicate best practices for productivity improvement for independent implementation by organizations.

The introduction of growth centers is a logical continuation and consolidation of the accumulated expertise of the Federal Competence Center, Fyodor Sidorov, founder of the School of Practical Investment, noted in an interview with Izvestia. However, all possible ways to increase labor productivity are an add—on to well-functioning, well-established processes that simply need to be improved.

— At the same time, the development of production is hampered by the current economic conditions. Expensive money does not allow us to expand, build storage facilities, and upgrade equipment," he said. — Affordable credit lines could be a great help where productivity gains are achieved simply through logistics within the enterprise, while machine tools are simply obsolete.

Now, according to him, the pressing problem, in addition to unavailable loans at a rate below profitability, is staff starvation. There are not enough people, and those who come are attracted by increased salaries. Such actions spur inflation.

— What enterprises really need help with is increasing the level of automation and digitalization, which would make it possible to get by with fewer, more qualified employees. It is important how to choose, implement and use such tools competently and quickly," the expert noted.

Since the end of 2024, "the first signs of cooling have appeared in the Russian economy," Reshetnikov, the head of the Ministry of Economic Development, said in February. He recalled that by the end of 2024, the country's economy showed a growth rate of 4.1%. The minister estimated the potential for GDP growth at 3% per year.

At the same time, the Ministry of Economy criticized the Central Bank's policy. According to Reshetnikov, the record high key interest rate leads to restrictions on the availability of credit, and this "carries risks of cooling the economy on a scale that will contradict the declared goals of the authorities." In conditions of high interest rates, domestic enterprises are actively reducing their investment programs and experiencing problems servicing their debts.

In March, the Central Bank noted that the operational February statistics indicate the appearance of signs of a trend towards a slowdown in price growth. However, a more pronounced slowdown is needed to confirm the stability of the disinflationary trend, which is necessary for inflation to return to 4%. The regulator recalled that this requires a more restrained growth in consumer activity, as well as faster growth in labor productivity relative to real wages.

Both consumer and industrial loans in conditions of instability accelerate inflation, increasing the demand for money. The Russian economy is growing now, but enterprises are asking for loans for development, because the need for expansion exceeds their financial capabilities, this increases the demand for money, loan rates are rising, they are included in prices. As a result, the prices of goods on store shelves increase.
