According to the expert, the driver of the SIM, as a participant in the movement, has general requirements, such as a ban on drunk driving and compliance with the requirements for markings and signs. At the same time, they will currently be responsible for traffic violations as pedestrians or as SIM drivers for individual violations. For example, for driving on a pedestrian sidewalk.
"The main thing you should pay attention to is the weight of the SIM and its power, if the motor is from 0.25 to 4 kW, it will already be considered a moped, which means you will need to get an M license to drive it, but more powerful than 4 kW is already a motorcycle. The power and weight parameters are specified in the technical data sheet for the device," Krivtsun advised.
The fine for drunk driving for electric scooter drivers is 1-1.5 thousand rubles. For driving a SIM over the speed limit or for driving in a prohibited area — 800 rubles.
"A similar fine is imposed for driving together on an electric scooter, the fine for entering a road with a speed limit of 60 km / h is 1 thousand rubles, the fine for causing harm to human health of mild or moderate severity through negligence is 1-15 thousand rubles, the fine for not providing an advantage to a pedestrian is 1.5-2.5 thousand rubles," the expert explained..
Krivtsun noted that it is important to pay attention to the terms of the SIM rental agreement — it may contain additional penalties (penalties, fines) for individual violations of the rental agreement.
"So last year, a number of SIM users were charged contractual penalties of 100 thousand rubles for transferring or renting young children to the SIM, and other violations," he said.
On March 7, Pavel Ozerov, co-owner of Mainsgroup insurance broker, assessed the possibility of introducing a CTP policy for electric scooters. According to him, this topic has been discussed for several years, but there have been no significant changes in insurance coverage, he noted. The coverage limits in the case of the introduction of CTP for electric scooters should not be less than the traditional ones: up to 500 thousand rubles for compensation for harm to life or health, up to 400 thousand rubles for compensation for material damage to each victim, he noted.
