Russian President Vladimir Putin has signed a law on the general principles of organizing local self-government in a unified system of public authority. The document appeared on March 20 on the portal of the official publication of legal acts.
It notes that local self-government is defined as "a form of self-organization of citizens recognized and guaranteed by the Constitution of the Russian Federation in order to exercise their power to independently resolve issues of local importance" within the limits of the powers provided for by law.
The law also defines what is a type of municipal entity: an urban district, a municipal district, and inner-city municipalities (in cities of federal significance).
In addition, according to the introduced norm, regions are entitled to independently determine the model of local self-government. Thus, the subjects of the Russian Federation will be able to decide for themselves whether to switch to a single-tier system or keep a two-tier one.
