A man was detained in the Khanty-Mansiysk Autonomous Okrug on suspicion of beating a nine-year-old child. This was announced on March 19 by the official representative of the Ministry of Internal Affairs of Russia Irina Volk.

The footage posted online shows how the boy refused to smoke an electronic cigarette, after which the man attacked him with a belt.

According to Volk, an anonymous report about child abuse was received by the "hotline" of the regional department of the Ministry of Internal Affairs.

"The police identified the attacker as soon as possible. It turned out to be the 25-year-old roommate of the child's mother. Currently, the man has been detained and taken to the police department," the representative of the department said in her Telegram channel.

The man stated that he had found a vape in the boy's jacket, and explained what was happening in the footage by saying that the child had angered him.

The materials collected by the police officers were sent to the investigative department of the Investigative Committee (IC) of Russia for the Khanty-Mansi Autonomous Okrug for making a procedural decision, Wolf stressed.

Earlier, on March 2, in Perm, passers-by rescued a boy who was beaten by his stepfather. The footage shows that the child ran out of his apartment in tears without warm clothes. He told eyewitnesses that his father was drunk and beat him and his mother. The boy's parent caught up with him when he tried to hide in the entrance.
