More than two thirds of the subjects of the critical information infrastructure (CI) have switched to domestic software. Maksut Shadaev, the head of the Ministry of Finance, announced this at an expanded meeting of the IT Committee on the eve of the Russian government's report, the Izvestia correspondent reported on March 19.

He clarified that currently private companies are not yet required to transfer even significant KKI facilities to a domestic site. The requirements apply to government agencies, government organizations, state-owned companies, and state corporations.

In addition, the minister clarified that so far the owner of the CCI facilities himself determines their significance.

"We do not always see a conscientious approach, because large owners of large, critically important IT systems do not always classify them as significant KKI facilities, realizing that this is followed by another responsibility. Therefore, it introduces certain government powers for industries to approve typical significant CKI facilities and criteria for classifying facilities as significant. In this sense, the freedom of ownership will be significantly limited. All this will apply to both commercial and state—owned companies," Shadaev said.

The head of the Ministry of Finance also added that there will be a more flexible approach to determining the timing of the transition to Russian technologies, depending on the budget.

"We understand that the deadline was quite long. According to our estimates, more than two thirds of the properties have been transferred, but in this sense it is not always due to the unwillingness of ownership. Sometimes we do not have sufficiently mature Russian solutions that, without prejudice to the production activities of the organization, allow us to transfer these facilities to Russian technologies," the minister concluded.

Earlier, on January 31, Russian Prime Minister Mikhail Mishustin stressed the importance of independence from other people's technological solutions. According to him, only with its own developments in the areas of global digital architecture, the state can dynamically develop, strengthen the economy and ensure a high standard of living for citizens.
