The MP pointed out the importance of introducing responsibility for the sale of anonymous SIM cards.

In Russia, it is necessary to introduce responsibility for the sale of anonymous SIM cards, Anton Gorelkin, deputy chairman of the State Duma Committee on Information Policy, Information Technologies and Communications, told Izvestia on March 19.

"It is important that people who want to purchase it, the issue of costs, the issue of inaccessibility is higher than the benefits they can receive," he said.

According to him, in the State Duma in the autumn session of this year, most likely, they may introduce responsibility for the sale of anonymous SIM cards.

At the same time, the MP added that with the advent of the "My SIM cards" section on Gosuslugi, people will have a key tool that allows them to see the entire list of SIM cards registered per user. In this case, it will be possible to delete incorrect information.

"This is one of the key anti-fraud mechanics. Entry to this market for scammers is primarily, of course, illegal SIM cards. Therefore, it is important for us that this entrance is as difficult as possible," he stressed.

As the press service of the Ministry of Finance informed Izvestia, a new section on "Public Services" is planned to be launched in April. They clarified that technically everything is ready for this. At the same time, the ministry will analyze the work of the service, and in September-October they will be ready to comment on what needs to be done additionally. In addition, the department noted that thanks to the service, Russians will see all their own SIM cards based on the operators' contracts, which will give a serious impetus to whitewashing the market.

Earlier, on March 6, a high-ranking source in the cellular market told Izvestia that foreigners coming to Russia had actually stopped buying SIM cards from domestic operators. In January-February 2025, sales of SIM cards on foreign passports decreased fivefold compared to the last months of 2024.
