The Taxi Development Council listed the problems of private transportation of children
One of the main problems of private transportation of children by passenger cars in Russia is the lack of uniform safety standards. On March 19, Izvestia was informed about this by the Public Council for Taxi Development, which conducted market research in 89 regions of the country.
Currently, child transportation services are provided not only by taxis, but also by specialized companies and private drivers. At the same time, the child transportation market remains extremely heterogeneous. In 79 regions of the country, both network and non-network companies operate, as well as a large number of private carriers operating without registration of contracts and compliance with legal requirements, the Public Council said.
"Private traders do not undergo mandatory inspections, there are no requirements for the technical condition of the car, the relevant documents for transportation are not drawn up, for example, a waybill that includes a medical check of the driver. Parents who enter into verbal agreements with private drivers are not actually protected in case of conflict or violation of travel conditions," the organization said.
As a result, parents risk not only the safety of their child, but also face difficulties in the event of an insured event, as there are often no contracts for private transportation, experts noted. Unlike in the private sector, the level of control is higher in network and non-network companies: drivers are checked against the databases of the Ministry of Internal Affairs, provided with certified child seats, and the condition of vehicles is checked. At the same time, each company operates according to its own internal standards, since there is no single federal regulation, the Public Council said.
"It is necessary to improve the accessibility and quality of transportation for children and large families in a comprehensive manner, not only to introduce incentives to increase the accessibility of transportation for children in taxis, but also among specialized companies. The introduction of uniform standards for private carriers and companies providing services for the transportation of children will increase the level of safety and accessibility of such services. Thus, the solution to the problem of ensuring high—quality transportation of children can be realized not only through the taxi sector, but also through the development and regulation of the commercial transportation market for children, which is already actively operating in most regions of the country," explained Irina Zaripova, Chairman of the Public Council for Taxi Development.
On March 10, it was reported that the Russian government supported amendments to the Administrative Code developed by senators, providing for a significant increase in fines for transporting a child in a car without a child safety seat. According to the bill, it is planned to strengthen sanctions for these violations for both individuals and officials, as well as legal entities.
For ordinary drivers who, in violation of traffic regulations, transport a child without a child restraint device, the fine is planned to increase from the current 3 thousand to 5 thousand rubles. It is planned to double the sanctions for officials and legal entities — from 25 thousand to 50 thousand rubles and from 100 thousand to 200 thousand rubles, respectively.
