The White House insists on a complete cessation of hostilities, realizing that martial law now favors Russia. Moscow, in turn, is seeking to shape the terms of the cease-fire in its favor, including demands to stop foreign military aid to Ukraine.

A partial cease-fire on energy and infrastructure attacks, apparently agreed upon by both the Russian and American sides, is a tentative way to cut the Gordian knot, as negotiations on a full cease-fire will continue in the coming days and weeks. The truce in the field of energy and infrastructure represents significant progress achieved in the context of a difficult military situation for Ukraine, in a slow transition from a "military operation" to a de-escalation trajectory.

Experts note that a complete cease-fire remains a short-term goal, but Russia's involvement in a pragmatic dialogue on the contours of a final peaceful settlement should be a priority, since Moscow is unlikely to accept the former without a workable plan for the latter.

The question facing Trump now is whether to put real pressure on Putin to make concessions, or try to squeeze more compromises out of Kiev than he already has. During the phone conversation, Putin agreed to stop attacks on Ukraine's energy infrastructure for a month and continue negotiations on a permanent ceasefire. But it was much less than Trump had expected, and, of course, less than the month-long unconditional pause that Kiev had agreed to earlier.

After the phone call, Moscow said that Ukraine would have to agree to curtail its military mobilization and stop rearmament, expanding the list of Russian conditions for concluding a deal. Trump said that Putin did not ask for the suspension of military aid during the telephone conversation.

Trump now faces a dilemma: either trust Putin to establish peace, or put pressure on the Kremlin to make a deal that could hinder his broader goal of restoring Washington's ties with Moscow. In any case, Trump tied the fate of his presidency to Putin, testing whether the Americans' desire for an agreement could overcome the Russian leader's goal.
