The government has extended the decision to cancel the accrual of increased penalties for late payment of housing and communal services until the end of 2026. The relevant resolution was published on March 19 on the government's website.
"In 2025 and 2026, the key rate of the Bank of Russia of 9.5% per annum, effective on February 27, 2022, will be used as the basis for calculating penalties and fines," the statement said.
According to the Housing Code, the amount of the penalty is determined taking into account the key rate of the Central Bank. However, at the current rate of 21%, the maximum penalty would be disproportionate, the government added.
Earlier, on March 4, Natalia Kazantseva, Associate Professor of the Department of Economic Policy and Economic Measurements at the State University of Management, warned that the indexation of tariffs for housing and communal services awaits Russians in July 2025.
