This was announced on March 18 by First Deputy Prime Minister Denis Manturov, speaking at the congress of the Russian Union of Industrialists and Entrepreneurs (RSPP).

"What needs to be done proactively in the context of technology policy is to develop common approaches to the prospects of Western companies returning to our market. We definitely can't taboo the very possibility. Another thing is that we need to open doors only to those niches in which we agree to share our sovereignty," Manturov stressed.

At the same time, he continued, the very principles of attracting foreign investment and localization should change. Thus, Russian beneficiaries should have control in joint companies. This is the position that business in Russia should adhere to in the upcoming negotiations, he said.
