The rights to early retirement of federal and regional employees of the Ministry of Emergency Situations can be equalized. Such a revised bill will soon be submitted to the State Duma by the head of the Committee on Labor, Social Policy and Veterans' Affairs, Yaroslav Nilov.
In an explanatory note to the draft law, which Izvestia has, it is reported that currently federal rescuers, participants in emergency situations, can retire at the age of 40 with at least 15 years of experience or at the age of 50 with 25 years of experience without emergency response, while in the regions they can retire. men can only do it after the age of 65, and women after the age of 60.
"At the same time, it should be noted that in the event of natural and man-made emergencies, regional rescuers perform tasks similar to those performed by similar units within the Russian Ministry of Emergency Situations, and the tasks and functions performed by employees of the fire protection units of the subjects of the Russian Federation and municipal fire protection are similar to the tasks and functions performed by employees of the federal fire service extinguishing fires and conducting emergency rescue operations," the document says.
It also emphasizes that rescuers and firefighters at the federal and regional levels equally risk their lives and health in the process of extinguishing fires and conducting emergency rescue operations.
"The topic of pension inequality is being raised by the All-Russian Union of Rescuers, as well as by employees of fire services in the regions who perform the same tasks but are in different retirement conditions. Therefore, we believe that taking into account the same risks, workload, and retirement conditions, it is necessary to equalize. It will be fair," Yaroslav Nilov himself explained to Izvestia.
According to him, the bill has been finalized and is being sent back to the Government for review. The Cabinet of Ministers did not support the first version, pointing out that there were no sources of financing in it. As Yaroslav Nilov explained, now the source of financing should be the growth of revenues to the federal budget from tax revenues.
According to the financial and economic justification provided by Izvestia, a total of 1.7 billion rubles will be required for these purposes. These additional funds should be provided for in the preparation of the draft budget of the Social Fund of the Russian Federation for 2026 and for the planning period of 2027 and 2028.
Earlier, the proposal to equalize pensions was supported by the head of the Ministry of Emergency Situations, Alexander Kurenkov.
In November 2024, Russia offered to give apartments to retired Interior Ministry employees. The corresponding bill was prepared for submission to the State Duma by deputies of the LDPR faction led by Leonid Slutsky.
