Murmansk region will start issuing "Certificates of newlyweds"


The implementation of the Certificate of Newlyweds program will begin in the Murmansk Region from April 1 to December 22, 2025. This follows from the draft resolution of the regional government, the Bi-port news agency reported on Monday, March 17.
The project is currently under discussion on the Open Electronic Region portal. It is supposed to be implemented in order to prepare a newly-made family for a successful conception, a normal pregnancy and the birth of a healthy child.
The certificate will include a comprehensive reproductive health examination, screening programs, consultations with doctors and psychologists.
The certificate will be issued in the registry offices of the region at the wedding of Russian citizens aged 18 to 49 years. They must be attached to medical organizations located in the region, within the framework of compulsory medical insurance.
Earlier, Izvestia reported that the authorities are not discussing the launch of a new state mortgage program for families planning to have children in the next two years. This is the first time the Ministry of Finance has officially commented on this initiative.
