In Russia, 829,000 people have been identified who work in violation of labor laws. This was told to Izvestia by the Rostrud press service. A year earlier, 5% less was found — 795 thousand workers.
Gray employment may include activities without an employment contract, without a license in the service sector, as well as the payment of wages in an envelope. At the same time, according to Rostrud, over 2.2 million illegally employed people have been identified in the country over the past three years, with almost all of whom employment relations have been legalized.
In conditions of personnel shortage, companies often resort to informal employment in order to "close" vacancies. At the same time, many people believe that it is more profitable to work without official registration, because due to tax deductions, the salary is lower.
However, Olga Belenkaya, head of the Macroeconomic Analysis department at Finam Federal State Enterprise, stressed that in this case it is the working citizen himself who suffers the most. According to her, a person is practically not protected in a relationship with an employer, he can easily be fired. He also cannot count on social guarantees: vacation, sick leave, decent maternity leave and pension.
The authorities are fighting illegal employment year after year. For example, in 2025, the register of unscrupulous employers was launched. As the press service of the Ministry of Labor explained to Izvestia, it has become a tool for preventing illegal employment. Currently, there are 31 employers on the register, including 30 individual entrepreneurs.
