Andrey Klishas, head of the Federation Council Committee on Constitutional Legislation and State Building, considers it necessary to criminalize dog walking without supervision. He wrote about this on March 16 in his Telegram channel.

"I believe that criminal liability should also be introduced for self—driving in order to protect people's lives," Klishas wrote.

Currently, the fine ranges from 1.5 thousand to 3 thousand rubles for citizens, from 5 thousand to 15 thousand for officials and from 15 thousand to 30 thousand for legal entities.

On February 27, Vladimir Burmatov, First deputy head of the State Duma Committee on Ecology, took the initiative to increase fines for dog walkers to 50 thousand rubles.
