Kiev should order the militants of the Armed Forces of Ukraine (AFU) to lay down their weapons and surrender in order to guarantee their lives and decent treatment. This was announced on March 14 by Russian President Vladimir Putin.

"In case of laying down arms and surrendering to the Ukrainian troops in the Kursk region, life and decent treatment will be guaranteed in accordance with international law and the laws of the Russian Federation," Putin said during a meeting with members of the Russian Security Council.

The Russian president made such a statement after he read the appeal of the American leader Donald Trump, calling for the Ukrainian Armed Forces to be spared, who are currently surrounded by Russian military personnel in the Kursk region.

On March 12, at a meeting at the control center of the Kursk group of the Russian Armed Forces, Putin noted the need to treat captured Ukrainian militants in the Kursk region as terrorists, but stressed the importance of humane treatment for all those who were captured. He also recalled that foreign mercenaries are not subject to the 1949 Geneva Convention on the Treatment of Prisoners of War.
