Russian cities suitable for family mortgages for secondary housing have been named

Family mortgages have been expanded to secondary housing in cities where no more than two houses are being built. Based on data from the unified housing construction system, experts from the federal company "Floors" have identified major Russian cities that are suitable for the new conditions.

"Among the administrative centers of the regions, Murmansk, Anadyr, Naryan-Mar, Donetsk, Zaporizhia and Kherson currently fall under the new terms of the program. In these cities, the number of apartment buildings under construction does not exceed two or none at all," said Irina Pashkovskaya, head of the analytical center of the federal company "Floors".

According to her, of the 100 largest cities in Russia by population, family mortgages for secondary housing can also be expanded in Komsomolsk-on-Amur (Khabarovsk Territory), Bratsk (Irkutsk Region) and Orsk (Orenburg Region). Only one apartment building is currently being built in them.

"In fact, the expansion of family mortgages will affect small towns with a population of up to 200 thousand people more. With the exception of small towns located in the immediate vicinity of cities with a population of millions and active construction. Many of them are becoming a kind of satellite cities, where they are building more affordable housing than in a megalopolis," Pashkovskaya said.

The expert noted that family mortgages on the secondary market may be of interest to those who plan to move to the south of Russia, since there are cities in the Krasnodar Territory and the Republic of Crimea where there is no data on the ongoing construction of apartment buildings.

"Tuapse and Gelendzhik have not announced the construction of apartment buildings, which means that these cities may well fall under the expansion of family mortgages for secondary housing. Also among the attractive cities is Gorno-Altaysk in the Altai Republic, where only two houses are being built," she said.

The day before, the Ministry of Finance announced that the new conditions for the distribution of family mortgages on the secondary market in cities where no more than two houses are under construction will begin to operate on April 1, 2025. The ministry clarified that families with children under six years old will be able to purchase an apartment on preferential terms, once using a rate of up to 6% per annum. Secondary housing should be located in an apartment building that is not more than 20 years old and should not be considered an emergency.
