The new conditions for the distribution of family mortgages on the secondary market in cities where no more than two houses are under construction will begin to operate on April 1, 2025. This was reported in the press service of the Ministry of Finance on March 14.

"This is an important decision that is aimed at improving the living conditions of Russian families living in settlements where there are practically no new housing being built. Thus, we continue to improve the family mortgage, making this support measure targeted," Ivan Chebeskov, Deputy Finance Minister of the Russian Federation, was quoted as saying in the press service.

Families with children under six years old will be able to purchase an apartment on the secondary market on preferential terms, using a rate of up to 6% per annum, but only once. Housing should be located in an apartment building, which is not more than 20 years old, and should not be considered an emergency. Also, you can not buy an apartment from interdependent persons.

The decision to extend family mortgages to secondary housing in regions with low construction volume was agreed by the Government of the Russian Federation in the GIIS "Electronic Budget".

Earlier, on December 20, 2024, Russian President Vladimir Putin proposed extending family mortgages at 6% to the secondary market in places where almost no new housing is being built.
