The Prosecutor General's Office staged a massive inspection of inspection points in Russia and stated that the level of service provision remains unsatisfactory, and operators allow abuse and delays in vehicle inspections. This was reported by Kommersant on March 14.
"In the regions, specialized organizations do not always properly organize technical inspections. Not all regions of the Russian Federation have established the necessary regulatory framework. Operators allow abuse and delays in the implementation of maintenance, State Traffic Police officers systematically violate the schedule of bus inspections, which ultimately affects the quality of services provided to the public," the Prosecutor General's Office said in a statement.
The inspection of the maintenance points was initiated at the end of last year, and the supervisory measures took place over several months. In some regions, for example, the facts of issuing a diagnostic card were revealed in the absence of verification of diagnostic devices and the absence of mandatory equipment at maintenance points.
According to Sergey Zaitsev, the head of the Techexpert Union, the Prosecutor General's Office's assessment is too soft, and there are still many companies on the market that are registered as maintenance operators who actually sell diagnostic cards. At the same time, Maxim Burdyugov, the head of the Union of Inspection Operators, said that violations of the maintenance procedure itself were detected in "insignificant numbers."
As Sergey Yefremov, Director of Asset Protection at the Russian Union of Motor Insurers (RSA, which accredits maintenance operators), noted, this is the first time that such a "comprehensive" industry audit has been conducted simultaneously in all regions.
On February 27, auto expert Alexander Khaminsky recalled that passing a technical inspection is voluntary for ordinary car owners. Until August 2021, according to the law "On Technical Inspection of Vehicles", it was impossible to purchase a CTP policy without a car inspection and a diagnostic card. According to the new version of the law, passenger cars and motorcycles used by citizens for personal purposes, without providing taxi services, are not subject to mandatory inspection.
