State Duma deputies complained to the court about the increase in traffic fines


A group of 97 deputies of the State Duma appealed to the Constitutional Court (CC) with a complaint against the amendments to the Administrative Code, which increased fines for widespread traffic violations by 1.5–2 times from January 1, 2025, and reduced the discount for prompt payment of resolutions from 50% to 25%. This was reported by Kommersant on March 14.
Yuri Sinelshchikov, first deputy chairman of the State Duma Committee on State Construction (KPRF), told the publication about the complaint sent to the Constitutional Court. Deputies from Just Russia — For Truth and the Liberal Democratic Party joined the appeal.
Parliamentarians argue that the decision to increase penalties for motorists has no objective justification, since accidents on the roads have been decreasing over the past 17 years. At the same time, according to the deputies, the law was adopted in violation of the regulations of the State Duma, since the controversial amendments were introduced by the government to the second reading of another bill, which provided for tougher liability for driving without a CTP policy.
"The tightening of sanctions has no effect on accidents, but it leads to increased corruption and violations of citizens' rights, the applicants point out, referring to the opinion of experts. Thus, the controversial changes are disproportionate to the degree of possible severity of offenses and do not take into account the deterioration of the financial situation of citizens, the authors of the complaint are convinced," the note says.
The law on increasing fines for a number of traffic violations was signed by Russian President Vladimir Putin on December 26, 2024. So, for the most frequent violation — speeding by 20-40 km / h — is now fined 750 rubles instead of 500 rubles. In addition, 30 days are allocated for paying the fine with a discount instead of 20.
On March 11, it was reported that the State Duma proposed to tighten responsibility for refusing to give way to an ambulance and increase the fine several times, and a corresponding bill has been prepared. It is proposed to amend the Administrative Code and impose a fine for refusing to allow an ambulance in the amount of 20 thousand to 30 thousand rubles, as well as provide for the deprivation of rights for a period of three months to two years.
