"Effective region": Rosatom pilot project is being successfully implemented in the DPR

The social sphere of the new regions is being developed at the highest level

On March 13, in Donetsk, the head of the DPR, Denis Pushilin, discussed at a meeting with the first Deputy head of the Presidential Administration of Russia, Sergei Kiriyenko, the implementation of Rosatom's pilot project "Efficient Region" in the republic. The aim of the project is to introduce modern digital technologies and effective management solutions both in key sectors of the economy and in the social sphere of the republic, which is especially important today. Izvestia reports on how social projects are developing in the new territories of Russia.

Growth and development

The Effective Region project is currently being implemented in 40 regions of the Russian Federation, but it is especially relevant for new Russian territories. In recent years, when programs for the restoration of social infrastructure have been actively implemented there with the active assistance of other regions and under control at the level of the Russian Federation, modern management technologies help to make the updated infrastructure work with maximum effect as soon as possible. At a meeting with the participation of the First Deputy Head of the Presidential Administration of the Russian Federation Sergey Kiriyenko, Denis Pushilin emphasized: the main goal of the project is to improve the quality of people's lives.

The Defenders of the Fatherland Foundation participates in the implementation of the Effective Region project in the territory of the DPR. In particular, with the help of implemented technologies, the foundation has managed to increase the rate of adaptation of housing for combat invalids.

One of the most important results of the project was an increase in the efficiency of health care institutions: in those polyclinics where new solutions were introduced, the waiting time for appointments with specialized specialists and examinations was reduced by two to three times. According to Pushilin, the system will continue to be implemented in the healthcare sector, which is actively expanding today: for example, in 2024, 20 hospital buildings, 10 polyclinics and outpatient clinics were repaired in the republic with the assistance of the regional chiefs and under the constant supervision of the presidential administration, and 10 medical and obstetric centers were built.

In 2025, it is planned to build 18 paramedic and obstetric centers in the DPR, repair 13 hospitals, outpatient clinics and polyclinics.

The process of developing the medical field is under control: in January, Denis Pushilin and Sergey Kiriyenko visited Gorlovka City Hospital No. 2, where they thanked the doctors for their dedication to the profession and discussed the prospects for major repairs at the clinic.

In addition, due to the introduction of digital technologies within the framework of the project, it was possible to adjust the operation of public transport, reducing the travel intervals of a number of bus routes, as well as increase the efficiency of garbage collection in the Kalininsky district of Donetsk.

The construction boom

Construction work is currently actively underway in the new territories of Russia, which are returning to life after the cessation of hostilities. So, in the fall of 2024, residents of Avdiivka moved into renovated apartments in several restored high-rise buildings. The chef regions of Khanty-Mansiysk and Yamalo–Nenets Autonomous Okrugs regularly participate in the restoration work. The builders actively put the buildings in order for the winter, so that they could comfortably live in them during the cold season. On February 17, 35 more families in Avdiivka received the keys to the restored apartments.
On January 7, Denis Pushilin and Sergey Kiriyenko visited Avdiivka to monitor the progress of the work. And although the main restoration work in the city is still ahead, people are grateful for the care and feel that they are not ignored.

Restoring the social infrastructure of new territories is one of the priorities of Russian social policy, and monitoring at the highest level by the presidential administration is another way to demonstrate that this will continue in the future, until the regions are fully restored. For several years now, the DPR has seen Sergey Kiriyenko as the main representative of the federal center in the new territories, who regularly monitors the progress of restoration work, construction and renovation of social institutions and promotes the development of new social projects here. Already today, it can be stated that the chosen strategy is effective. This is recognized by both the residents of the new territories and their leadership: it is not for nothing that Sergei Kiriyenko was awarded the Star of the Hero of the DPR.

Municipal concerns

The education sector is another area of social infrastructure that has to be rebuilt from scratch in the new Russian territories. Last year alone, the DPR authorities planned to renovate 79 school buildings.

In the summer of 2024 Denis Pushilin and Sergey Kiriyenko visited school No. 34 in Mariupol. The building was damaged as a result of the fighting, and was being repaired by a Moscow contractor. Pushilin and Kiriyenko also visited the Lermontov Library in the village of Sartana in the south of the DPR. The library was damaged in 2022. During the renovation, the building was restored, and the library opened its doors for the start of the school year on September 1.

Transport construction is no less active in the republic: for example, the ongoing repair of the Makeyevka bypass road will allow unloading Makshosse, the main transport artery of the city.

Denis Pushilin presented the preliminary results of the restoration work on February 10 in a report to Russian President Vladimir Putin. The head of the DPR spoke about the growing requests from investors and developers, noting that residents of Mariupol have already received more than 4.7 thousand apartments to replace the damaged ones. In total, the housing conditions of more than 70 thousand residents in the DPR will be improved under the overhaul program.

Today, new territories are looking more and more confidently into the future, and the participation of the DPR in the Effective Region project is a convincing confirmation of this. The social infrastructure is actively being restored and is developing its work, and the authorities of the new Russian territories are making every effort to organize its work effectively. And these efforts are already paying off today. So, in February, the organizers of the All-Russian municipal award "Service" announced that this year the number of applications from Donbass and Novorossiya has increased 4 times compared to last season. The DPR submitted 302 applications, the LPR - 120, the Zaporizhia region — 61 and the Kherson region — 47.

The Service Award was organized on behalf of Russian President Vladimir Putin, and Sergey Kiriyenko was appointed chairman of its Supervisory board. The award is given to outstanding representatives of the municipal community — teams and people who have made a special contribution to the development of municipalities and improving the quality of life of people. And, apparently, the authorities of the new regions have something to report to their citizens.
