The Federation Council Committee did not support the project on the euthanasia of animals in shelters

The draft law on the right of regions to make decisions on the killing of stray animals in shelters contradicts the ruling of the Constitutional Court. This was announced on March 13 by the head of the Federation Council Committee on Constitutional Legislation, Andrei Klishas.

"Due to the unconstitutional provisions, this law cannot be supported in the presented version," Klishas said at a meeting of the constitutional committee, as quoted by TASS.

The senator stressed that the problem of animal attacks on humans requires a comprehensive approach, and the proposed bill is rather an emotional reaction that does not solve the situation.

He also noted that in most cases, attacks are not carried out by stray animals, but by dogs that have owners who neglect responsible pet care.

Earlier, on February 25, Chairman of the State Duma Vyacheslav Volodin called for the preparation of standards to protect children from attacks by stray dogs. According to him, this should be entrusted to the relevant committee on family protection, fatherhood, motherhood and childhood, as it will take a more objective approach to this issue. Volodin also urged Russians not to throw animals outside.
