The expert pointed to the exceeded quarterly plan of the Ministry of Finance for the placement of OFZ

On March 12, the Ministry of Finance of the Russian Federation announced the placement of federal loan bonds (OFZ) with a permanent coupon income at an auction. Vitaly Naumov, Senior strategist for bond, rates and currency markets at Euler Analytical Technologies, told Izvestia that the ministry had exceeded the quarterly plan by a quarter, noting the high level of funds raised.

"At the auctions for the placement of fixed-income federal loan bonds held on March 12, 2025, the Ministry of Finance was able to attract 218.8 billion rubles. This is the third best indicator in the history of OFZ auctions. Higher results were recorded only in the spring of 2021, before the imposition of sanctions on the primary government debt market. According to the auction results, the annual OFZ placement plan was fulfilled by exactly 20%, and the quarterly one was exceeded by 26.2%," the expert explained.

During the auctions, the Ministry of Finance offered investors ten- and fourteen—year OFZs: in the first case, the demand for securities exceeded the placed volume by 40%, and in the second - by 60%. At the same time, the first auction has already triggered an increase in the value of so-called "long" securities, that is, bonds with a long maturity, the strategist added.

According to him, the positive aspects are reliability, protection of investments from inflation, a low entry threshold and a high level of liquidity. Among the disadvantages, he highlighted the low profitability, the inverse dependence on the Central Bank's key rate, the payment of tax fees and trading risks.
