Patrushev called for flexible legislation in the field of MSW management

Dmitry Patrushev, Deputy Prime Minister of the Russian Federation, said that legislation in the field of municipal solid waste management (MSW) should be flexible and instructed the Ministry of Natural Resources and Environment to accelerate the preparation of the most demanded changes. This was announced on March 10 by his press service, the Deputy Prime Minister.
Patrushev held a meeting on improving the regulatory framework in the field of municipal solid waste management. The leadership of the Russian Ministry of Natural Resources and Environment, the relevant committees of the State Duma, the Federation Council and the Russian Environmental Operator participated in it.
As the Deputy Prime Minister pointed out, the municipal solid waste management industry has a high social significance.
"We must be flexible and respond promptly to emerging needs, including legal regulation. I thank the senators and deputies for the fact that the issues of organizing work in the field of municipal solid waste management are always among your priorities on the agenda. We have already managed to find compromises on bills on hard-to-reach territories and on the axle load of garbage trucks. A position has also been developed regarding the identification of those responsible for the creation and maintenance of container sites. We are open to further cooperation," Patrushev said.
It is noted that a list of priority regulatory legal acts has already been formed, which must be adopted by the end of 2025. These are 14 initiatives that relate to the work of regional operators, the maintenance of container sites and the creation of infrastructure for waste management.
Following the meeting, Patrushev instructed the Ministry of Natural Resources and Environment to speed up the preparation of the most demanded changes. The Deputy Prime Minister also pointed out the need to synchronize work with senators and deputies in order to adopt the maximum number of initiatives this year.
On February 10, the Deputy Prime Minister pointed out that in order to change the sanitary rules for the maintenance of container sites for the collection of MSW, it is necessary to come to an agreed position.
