The Ministry of Industry and Trade of Russia and the SME Corporation have launched a preferential loan program for SME manufacturers in the field of machine tools and robotics. Enterprises will be able to obtain a loan from a subsidiary bank of the corporation at a discounted rate of 5% per annum. The SME Corporation told Izvestia about this on March 10.
Under the new program, manufacturers of machine tools and industrial robots will be able to attract from 30 million to 200 million rubles for investment projects or for turnaround purposes. The maximum term of financing is five years. For investment projects, "umbrella" guarantees of the SME Corporation are provided, which will cover up to 50% of the loan amount.
"The development of the domestic machine tool industry is one of the key factors in ensuring Russia's technological sovereignty. It is the availability of the necessary means of production that largely affects the overall dynamics of industrial development in the country. Today, there are more than 400 machine tool manufacturing enterprises operating in Russia, almost all of them in varying degrees need affordable financing, which should be brought to business through specialized development institutions," Mikhail Ivanov, Deputy Minister of Industry and Trade of the Russian Federation, was quoted as saying by the press service.
Enterprises engaged in the production of metalworking equipment, industrial tools and components, industrial robots and robotic devices, as well as other products in the machine tool industry will be able to receive a preferential loan.
A prerequisite is the availability of manufactured products in the Register of Industrial Products of the Ministry of Industry and Trade of the Russian Federation in accordance with the Decree of the Government of the Russian Federation No. 719 "On confirmation of the production of Russian industrial products". Companies whose products are not yet in the register will also have the opportunity to receive a preferential loan for the launch and development of production, subject to the inclusion of products in the register in the future.
"Machine tool manufacturing and robotics are critically important areas for the formation of a supply-side economy. Small and medium-sized businesses are able to respond quickly to market needs. Therefore, Stankotech is one of the priority programs for the SME Corporation," said Alexander Isaevich, CEO of the SME Corporation.
According to him, the new program assumes a fixed rate of 5% for the first year, then the preferential rate will be linked to the key one.: 1/2 of the "key" +1% in the second year and +3% in the third. Now it is 11.5% and 13.5%, respectively.
A preferential loan program for the development of technologies in machine tool industry is being implemented as part of the national project "Means of Production and Automation". Its main task is to provide a wide range of manufacturing enterprises with technological solutions. One of the results of the national project should be Russia's entry into the top 25 countries in the world in robotics by 2030. It is planned that there will be 145 robots per 10,000 industrial workers by this date. The national project is being implemented from 2025 to 2030, it is supervised by the Ministry of Industry and Trade of Russia.
Earlier, on January 30, the Ministry of Economic Development of Russia told Izvestia that the agency was restarting a program of preferential investment loans to small and medium-sized enterprises (SMEs) in priority sectors of the economy. The program will be implemented jointly with the Bank of Russia and will combine subsidies from the federal budget, as well as preferential funding from the Bank of Russia. In addition, as part of the program, the Ministry of Economic Development of Russia will continue to subsidize loans issued in 2019-2024 to SMEs, as well as self-employed citizens, under the 1764 program.
