The Russian government on Monday, March 10, supported the bill of Senators Andrei Kutepov and Igor Treskov on an almost twofold increase in the fine for transporting children in vehicles without special seats.

According to a review available to TASS, it is proposed to increase fines from 3,000 to 5,000 rubles for drivers, from 25,000 to 50,000 rubles for officials, and from 100,000 to 200,000 rubles for legal entities.

The review also provides statistics according to which, in the period from 2020 to 2024, the number of accidents involving violations in the transportation of children increased from 918 to 959. From these data, it was concluded that the size of the fine was insufficient.

On March 5, it became known that the Ministry of Transport and the Ministry of Internal Affairs are working on the issue of imposing penalties for drivers who exceed the average speed on road sections between cameras and video cameras. The first Deputy Minister of Transport Valentin Ivanov told reporters about this.

According to him, the Ministry of Transport is actively engaged in this issue. At the moment, the initiative remains in the same format as before.

Formerly Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous District) and the Vologda Region proposed to return the practice of punishing drivers for exceeding the average speed between cameras, which has not been in effect in Russia since 2021.

Both regions want to set up an average speed test on the roads as part of an experimental legal regime. The Yamalo-Nenets Autonomous District stated that the region is ready to act as a platform for testing the system in order to develop legal norms for its implementation throughout the country.
