The topic of introducing a CTP policy for scooters has been actively discussed over the past seven years, but there have been no significant changes in insurance coverage. Pavel Ozerov, co-owner of insurance broker Mainsgroup, told Izvestia on March 7 how much an insurance policy can cost and what limitations such an initiative has.

The expert noted that the number of accidents involving scooters has increased significantly. According to the Interior Ministry, from 2019 to 2023, the number of such accidents increased from 142 to 3,100 cases.

"The CTP policy for scooters, by analogy with motor transport, may cover compensation for damage to the health or property of pedestrians, cyclists or other road users. The coverage limits here should not be less than the traditional ones: up to 500 thousand rubles for compensation of harm to life or health, up to 400 thousand rubles for compensation of material damage to each victim," said Ozerov.

In his opinion, insurance of the electric scooter itself against theft or damage can be considered as an additional option. However, this type of policy will already apply to voluntary insurance, not CTP. Currently, this feature is implemented in kicksharing companies.

"The price of the policy may vary depending on the capacity of the scooter, the region of insurance, the use of the scooter in kicksharing, KBM (bonus-malus coefficient. — Ed.), which is also worth developing. It is necessary to introduce strict requirements to ban the use of scooters for people in a drunken state," the expert added.

According to him, the tariff corridor for motorcycles can be used as a basis, which currently ranges from 684 to 1,407 rubles. Thus, the average cost of the policy can be about 6 thousand rubles, taking into account the calculation method. In kicksharing, such policies should cost significantly more, for example, from 20 thousand rubles, Ozerov suggested.

"It is difficult to say how this practice will be implemented with scooters. Electric scooters are often used in pedestrian areas, meaning that drivers' liability should extend to damage caused to pedestrians, cyclists, and other road users. Given the popularity of electric transport in the urban environment, the risk of accidents increases significantly, which will certainly affect the cost of insurance," he said.

At the same time, the expert expressed the opinion that before introducing mandatory CTP for scooters, it is important to define clear traffic rules for this type of transport. This may include speed limits, the use of protective equipment (helmets).

"For the full implementation of the electric scooter insurance system, a number of issues have to be resolved. For example, due to the lack of license plates, it is extremely difficult to control the availability of insurance. There are difficulties in identifying those responsible for the accident," concluded Ozerov.

Earlier, at the end of October 2024, it was reported that the authorities may impose a ban on scooter users to travel on sidewalks in 2031. This follows from the protocol of the Ministry of Transport following the results of the regular meeting of ministries and deputies on the topic of future regulation for personal mobility devices in Russia.
