Lawyer warned Russians about dacha fines in 2025


Russians may face a number of dacha fines in 2025. Oksana Vasilyeva, a lawyer and associate professor at the Financial University under the Government of the Russian Federation, warned about this on Thursday, March 6.
According to the expert, the main violations are the misuse of land, for example, for commercial activities, non-compliance with fire safety rules, waste management rules, sanitary norms and rules of construction and landscaping.
"It is also important to remember that the disposal of natural waste such as mown grass, leaves and branches by incineration is allowed only under certain conditions," the lawyer explained in a conversation with Lenta.Ru .
Vasilyeva specified that the distance to the nearest building should be at least 7.5 m, to the deciduous forest — at least 15 m, and to the coniferous — 50 m. In addition, incineration should only take place in a metal barrel with a bottom. Violation of these rules may result in a fine of up to 20 thousand rubles.
The lawyer recalled that on March 1, a law came into force that sets a three-year deadline for the development of land plots. If you do not put the territory in order within this period, do not get rid of clutter and weeds, the violator can be fined up to 50 thousand rubles.
If the supervisory authorities determine that the suburban land has not been developed, they will send a warning to the owner's address. They will give six months to eliminate the violation. If nothing changes, Rosreestr will seize the site through the court, reports 360.ru .
In addition, fines on silence remain relevant. There is no single federal law on silence in Russia. The time and penalties are regulated by the regions themselves. The law on silence also applies outside the city, including in private homes and cottages.
So, in the Moscow region, it is forbidden to make noise on weekdays from 21:00 to 08:00 and from 13:00 to 15:00, on weekends from 22:00 to 10:00 and from 13:00 to 15:00. For this, a fine of 1 thousand to 3 thousand rubles is threatened, RT reports.
In turn, Olga Leonova, Candidate of Law, warned that the cultivation of plants containing narcotic or psychotropic substances on her own land plot threatens administrative and criminal liability.
The list of prohibited plants includes not only poppy and cannabis, but also exotic species such as blue lotus and tricolor ipomoea. Also, corymbose turbina, harmala vulgaris, mimosa hostilis and sage predictors should not be planted, as they contain psychoactive substances. For this, a fine of 3 to 5 thousand rubles and arrest for up to 15 days is threatened.
Earlier, in December 2024, Nadezhda Loktionova, a lawyer and expert on horticulture and land use, warned summer residents about the fines they could face in winter. So, the specialist noted that summer residents may face a fine for throwing snow from the site onto common roads. The fine for this will be from 5 to 15 thousand rubles.
