The Interior Ministry denied information about the introduction of fines for average speed.

The Ministry of Internal Affairs reported a fundamental disagreement with fines for exceeding the average speed. This was announced on March 6 by the official representative of the department Irina Volk in her Telegram channel.

"Information has been disseminated in a number of Telegram channels and some media outlets about the alleged work of the Russian Interior Ministry on the introduction of fines for exceeding the average speed on a road section. I have already stated the Ministry's fundamental disagreement with such fines. I would like to inform you that this position remains unchanged," said Volk.

According to her, the Ministry of Internal Affairs of Russia is ready to change its attitude towards the issue and the introduction of liability for exceeding the so-called "average speed".

"Provided that we have an officially fixed criterion for the average temperature in the hospital," said Volk.

On March 5, it became known that the Ministry of Transport and the Ministry of Internal Affairs are working on the issue of the introduction of penalties for drivers who exceed the average speed on the road sections between the cameras of photo and video recording. The first Deputy Minister of Transport Valentin Ivanov told reporters about this.

According to him, the Ministry of Transport is actively working on this issue. At the moment, the initiative remains in the same format as before.

Formerly Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous District) and the Vologda region offered return the practice of punishing drivers for exceeding the average speed between cameras, which has not been in effect in Russia since 2021.

Both regions want to set up an average speed test on the roads as part of an experimental legal regime. The Yamalo-Nenets Autonomous District stated that the region is ready to act as a platform for testing the system in order to develop legal norms for its implementation throughout the country.
