According to the expert, the return of funds to citizens will not only restore access to their savings, but also give an impetus to attract new funds to pension funds.
"If the government decides to return the "frozen" pension savings to citizens, this will significantly affect the pension fund market. It will also allow funds to focus on attracting new money, including through long—term savings programs," Morozova said.
She also stressed that, despite the significant figures for the conclusion of PDS contracts, most of these funds are transfers from compulsory pension insurance.
"The citizen had 100 rubles in one pocket, and the same 100 rubles ended up in the second pocket. This did not create any new money on the market. For us, the key task is to attract new funds, and now, taking into account current rates, this is the most favorable moment," the expert explained.
The funded part of pensions in Russia has been frozen since 2014. This means that 6% of citizens' salaries are not allocated to the funded part, but to the insurance part, that is, they go to pay current pensioners. Previously, citizens had the opportunity to independently choose whether to direct these funds to the formation of savings or to increase the insurance part of the pension.
According to the expert, the return of "frozen" funds can be an important step to restore citizens' confidence in the pension system and stimulate the development of the long-term savings market.
