"The EBS system will work in combination with an enhanced qualified electronic signature, which will ensure the maximum level of protection for citizens, but there are risks. Firstly, technical readiness may fail: not all market participants will be ready for such changes, especially private market players. Secondly, not everyone has access to the necessary technologies, and this will create barriers for some citizens, for example, the elderly," the expert said.
In addition, the collection of biometric data is always fraught with the risk of personal data leaks, and it is important to ensure reliable information protection as a result of the joint work of the Ministry of Digital and Rosreestr.
"Also, in the case of the introduction of a mandatory procedure for transactions using the EBS, the issue of persons who have withdrawn their consent to the processing of biometric personal data remains open. In general, the law will improve the market, but it is necessary to carefully monitor its implementation in order to avoid social and technological problems," Yusubov concluded.
