Drivers may be fined for exceeding the average speed.


The Ministry of Transport and the Ministry of Internal Affairs are working on the issue of introducing penalties for drivers who exceed the average speed on road sections between cameras and video cameras. This was told to journalists by First Deputy Minister of Transport Valentin Ivanov on the sidelines of a meeting of the Council for the Development of the Transport complex in the constituent entities of the Russian Federation on March 5, according to TASS.
According to Valentin Ivanov, the Ministry of Transport is actively working on this issue. At the moment, the initiative remains in the same format as before.
State Traffic Inspectorate has stopped fining drivers for exceeding the average speed by the decision of the Supreme Court, as there is currently no legal basis for fines.
On March 4, it became known that the Yamalo-Nenets Autonomous District (Yamalo-Nenets Autonomous District) and the Vologda region proposed to return the practice of punishing drivers for exceeding the average speed between cameras, which has not been in effect in Russia since 2021.
Both regions want to set up an average speed test on the roads as part of an experimental legal regime. The Yamalo-Nenets Autonomous District stated that the region is ready to act as a platform for testing the system in order to develop legal norms for its implementation throughout the country.
The Ministry of Transport of the Vologda Region plans to conduct an experiment by the end of 2026 on one of the regional highways, where fines will be imposed for exceeding the average speed, and drivers will be warned about this by information boards. Both bills were sent to the Government of the Russian Federation for evaluation.
